Ballooning

Inflation of the foreskin with urine during urination. It occurs when the flow of urine  from the bladder is greater than the flow through the preputial opening.

This condition is perfectly normal in infants.  No treatment is required unless it causes pain or repeated infections. It can generally be treated with simple stretching or steroid creams.  Circumcision and other forms of surgery should be the last treatment options considered.
