Hemostat

Hemostats are the lockable, scissors-like clamp used in some surgeries such as many types of circumcision.

The hemostat is used to crush the foreskin distal to the glans, and the skin is cut with a scalpel distal to it. Occasionally the surgeon inadvertently crushes the tip of the glans as well, and by squeezing the cylindrical foreskin flat at only one end, often produces an uneven cut.
